Whether you are just starting, already on a path, or simply looking for perspective, join us, virtually to hear from the California Department of Health Care Access and Information (HCAI) on the Small and Rural Hospital Relief program. Learn about opportunities for your hospital to gain technical assistance to prepare and limit cost for compliance programs as well as reimbursement funding for work underway. Join our panelists as they share how they are navigating the process for some of their rural clients, along with HCAI’s support, and gain some insights on the application process, funding roll out, and seismic design deliverables. Ali Sumer, Ph.D., S.E.

Ali is the manager of hospital seismic retrofit program at California Department of Health Care Access and Information (formerly called OSHPD). He is a licensed structural engineer with a Ph.D. in Structural Engineering. He plays an active role on Emergency Operations Center at HCAI, acting as chief intelligence officer. Prior to joining the state, Ali worked in private industry for 9 years. He has performed several seismic retrofit projects and has experience in performance-based design using nonlinear analysis techniques, building collapse risk analysis, and equipment shake table tests. He served as president of SEAOC Central. He is the co-creator of seismicmaps.org website to serve the engineering community.

Senior Policy Advisor
HCAI

Carl is the Senior Policy Advisor at HCAI, working with hospitals to understand and navigate the rules and developing their approaches to achieving seismic compliance. Advisor to the OSHPD Deputy Director on matters of seismic compliance policy and its effect on hospital operations. Previously a Senior hospital planner, with careers at CHI Franciscan in Washington State, and Sutter Health in California, spanning 40 years. Carl was also the former hospital industry representative to the Hospital Building Safety Board (2010-2018)

Cal-Mortgage Loan Insurance Program, HCAI

Dean O’Brien, a healthcare development finance professional, serves as the Health Facility Construction Financing Officer with HCAI and is primarily responsible for managing the Cal-Mortgage Loan Insurance Program (Cal-Mortgage). Cal-Mortgage has insured approximately $8 billion in loans to California non-profit/public entities for health facility construction and expansion projects. In addition to his work at Cal-Mortgage, Mr. O’Brien is also on the HCAI leadership teams responsible for standing up and implementing the Distressed Loan Hospital Program in addition to the Small and Rural Hospital Relief Program. Dean brings over two decades of experience in commercial lending helping bring construction projects to life in California.

Devon is a Principal and Northern California Group Director for Degenkolb Engineers, working in Sacramento. Devon is dedicated to supporting healthcare clients in their process to reach NPC and SPC compliance, with a particular interest in rural facilities and the many single-story wood frame structures. Devon is a former SEAOCC President and serves as the chair of the SEAOCC Existing Buildings Committee. He is a voting member of the American Wood Council’s NDS Committee as well as a member of the ASCE 41 subcommittee for wood. Devon holds a Master’s Degree in Structural Engineering from UC San Diego and is a California Licensed Structural Engineer.

Amy supports California hospital clients in management of HCAI design and construction projects, as well as continued advocacy regarding the existing SB1953 seismic mandates in California.  She represents the Owners interests and further their goals, utilizing experience gained from previous HCAI projects, with a special focus on rural hospitals. She previously was the Owner Representative and Project Manager for the construction of a 74,000 SF new hospital in Willits, CA. Amy holds a Masters Degree in Civil Engineering from Bucknell University and is a Licensed Professional Engineer in the State of California.

Nathan is the CEO and President of Aspen Street Architects, located in rural Calaveras County. Nathan has facilitated the firm’s partnerships with rural healthcare organizations, participating in campus master planning and seismic compliance for many public healthcare districts and hospitals in central and northern California. In 2011-12 Nathan oversaw the design development and implementation of a modular hospital replacement for St. John’s Medical Center in Joplin, Missouri after a EF5 tornado damaged their existing facility – this was the culmination of a concept that Aspen Street had been pioneering in California for acute-care construction, specifically for rural facility construction. Nathan graduated from Carnegie Mellon University, followed by 10 years in the Navy, the majority as a Civil Engineer Corp officer working in construction management, facility public works and federal contracting. Nathan earned a Masters in civil and environmental engineering with a focus on construction management from Stanford University. Today, when not discussing a project with a client, Nathan spends time with his wife and two boys exploring the Sierra - skiing, camping, hiking, and rafting.
