Mark Schultz
Regional Director of Facilities - Tennessee / Saint Thomas Health Ministry, Medxcel

Mark is the Regional Director of Facilities for the Tennessee / Saint Thomas Health Ministry at Medxcel, where he oversees Facility Management, Planning, Design, and Construction. He joined Medxcel in June 2015 as part of the Regulatory & Compliance Team before transitioning to his current role.

Before joining Medxcel, Mark served as a Director of Facilities in the Nashville region for over 15 years. Prior to his healthcare career, he was the Authority Having Jurisdiction (AHJ) and Fire Inspector for a local jurisdiction. Mark maintains his certification as a Fire Inspector and serves on the Board of Directors for the Tennessee Fire Safety Inspector’s Association.

With a dedicated career in public safety within the built environment, Mark has extensive experience and training focused on environmental safety and regulatory compliance. He has been involved in all aspects of Facility Management, including Disaster Preparedness, Safety, Security, and managing multiple other departments.

Colby Henson
Fire and Building Code Inspector Manager, Tennessee Health Facilities Commission

Colby Henson is the Fire and Building Code Inspector Manager at the Tennessee Health Facilities Commission (T-HFC). He oversees the management of fire and building code inspectors across the state. His team is responsible for certification surveys, handling complaints, and overseeing new construction and renovations of healthcare facilities.

Daniel Pace
Plans Review Manager, Tennessee Health Facilities Commission

Daniel Pace is the Plans Review Manager at the TN Health Facilities Commission. He oversees the Plans Review division, which is responsible for reviewing submittals for all HFC-licensed facilities across the state. Leading a team of six plans reviewers, Daniel ensures that all HFC-licensed facilities comply with adopted codes, rules, regulations, and statutes.

Candice Rickman
LMSW, MSW2, Tennessee Health Facilities Commission

Candice Rickman is a Licensed Masters Social Worker with extensive experience in healthcare facility surveying. She holds a Bachelor of Science in Social Work from the University of Tennessee Martin and a Master of Science in Social Work from the University of Alabama. Candice served as a surveyor in the Division of Health Care Facilities at the Tennessee Department of Health from 2003 to 2022 and has continued in this role with the TN Health Facilities Commission since 2022.

Donald Milam
ACC Supervisor, Tennessee Health Facilities Commission - West TN Regional Office

Donald Milam is a Registered Nurse with a career spanning from 1998 to the present. He joined the Tennessee Department of Health in 2011 and later transitioned to the Tennessee Health Facilities Commission. Donald served as the Regional Administrator for the Middle TN Regional Office from 2022 to 2023 and is currently the ACC Supervisor at the West TN Regional Office.
